Mexico Blocks Royal Caribbean’s Planned Perfect Day Destination

Royal Caribbean’s plans for a new Perfect Day destination in Mexico are on hold after the country’s environmental officials rejected the project.
The cruise line had planned to build Perfect Day Mexico in Mahahual, a small coastal village near the Costa Maya cruise port in Quintana Roo. The destination was expected to open in late 2027 and bring Royal Caribbean’s private-destination concept to Mexico, with beaches, pools, waterslides, bars, and a large lazy river.
Mexico’s environmental agency, SEMARNAT, said the project will not be approved. The decision came after environmental groups and local advocates raised concerns about the impact on the area’s reefs, mangroves, freshwater supply, sea turtles, and coastal ecosystem.
Mahahual sits near the Mesoamerican Reef, one of the largest reef systems in the world. Mexican President Claudia Sheinbaum also spoke about the project, saying the area’s ecological balance and reefs need to be protected.
The opposition to the project had been growing, including a Change.org petition that gathered millions of signatures. Critics argued that a development this large could put too much pressure on a small coastal community and a sensitive marine environment.
Royal Caribbean said it was disappointed by the decision but respects Mexico’s environmental authorities. The company said it still believes in Mexico and plans to continue conversations with local stakeholders about a path forward that includes environmental infrastructure, jobs, and community programs.
For now, it is unclear whether Perfect Day Mexico could return in a different form or whether Royal Caribbean will need to rethink the project entirely.
Cruise calls to Costa Maya are expected to continue as usual. The decision applies to the planned Perfect Day Mexico development, not the existing cruise port.
For Royal Caribbean, this is a major setback in its push to expand private destinations beyond Perfect Day at CocoCay in the Bahamas. For Mexico, the message was pretty clear: Mahahual’s reefs and coastal environment come first.
